A Unified View of the Jobseeker: Giving Digital Strategy a Clear Focus

Within a Belgian public service, we are concentrating our efforts on Microsoft Dynamics technologies. I see this focus as a concrete expression of our digital strategy: directing attention towards a defined technology area while keeping the service purpose clear. My conviction is straightforward. Technology choices need to serve the organisation's mission and the people who rely on it.

The emergence of a single, unified file per jobseeker gives that direction a clear service reference. I believe the individual should be the starting point for how we think about information. A unified file expresses that principle directly: one person, considered as a whole. For the organisation, it provides a focus for digital development. For jobseekers, it centres the direction of that work on their needs.

Our citizen-facing portal is due to open to citizens soon. I view this as another expression of the same service orientation. The portal concerns how citizens engage with the service, while the unified file concerns how information is organised around the jobseeker. Their shared purpose is what matters to me: digital development should connect organisational choices with the people those choices are intended to support.

My role in this work keeps bringing me back to focus and coherence. Concentrating our technology efforts gives the strategy a concrete direction; centring information on each jobseeker gives it a human reference point. The forthcoming portal brings that direction towards a citizen-facing experience. These are the principles I use to explain why the work matters. Next week, I will turn to AI-supported matching and its place in our longer-term IT department vision.
